Air conditioning or air to air heat pump?
They’re usually the same thing. A modern split system moves heat between the outdoor unit and the indoor units, and it can run in either direction.

It takes heat out of your rooms and releases it outside, so you stay cool and comfortable on hot days and nights.
In winter
Air to air heat pump
It takes heat from the outside air, even on cold days, and blows warm air into the room. For every unit of electricity it uses, it delivers several units of heat.
What it doesn’t do
Hot water and radiators
Air to air systems heat the air in the rooms they serve. They don’t heat your hot water or run radiators, so most homes keep their existing heating and hot water alongside.
The £2,500 air to air heat pump grant
You may have read that the government now offers £2,500 off an air to air heat pump. That’s true on paper, but nobody can claim it yet. Here’s where things stand.
What the law now says
Boiler Upgrade Scheme, England and Wales
- Changes to the scheme rules in April 2026 added a £2,500 grant for air to air heat pumps
- Homes only, not business premises
- You need to own the property, and it’s one grant per property
- The installation must be MCS certified
Who the grant is aimed at
Whole-house heating, not a room or two
- The system must be designed to heat your whole home, not just a few rooms
- It must replace your fossil fuel heating, so a gas boiler would have to come out. Keeping the boiler alongside isn’t allowed
- Hot water would need another low-carbon source, such as an electric cylinder or a hot water heat pump
- Air con for a few rooms alongside your boiler, which is what we fit, wouldn’t qualify

For heating your whole home, we recommend an air source (air to water) heat pump. It runs your radiators and hot water, and qualifies for the £7,500 Boiler Upgrade Scheme grant today. We’re MCS certified for air source heat pumps and claim the grant for you.

Do I need planning permission?
Since May 2025, air conditioning that heats as well as cools usually counts as permitted development on houses in England. That means no planning application, as long as some conditions are met. Here’s a rough guide to set expectations. We confirm everything at your survey.
Usually allowed without planning
Houses in England
Your system will normally be permitted development if:
- It heats as well as cools (cooling-only units aren’t covered)
- The outdoor unit is no bigger than 1.5 m³
- Usually up to two outdoor units on a detached house, one on semi-detached and terraced homes
- It meets the noise limit at your neighbours’ windows, which we check with a noise assessment using the MCS 020 method
- It isn’t on a pitched roof, and on a flat roof it sits at least 1 m from the edge
- It’s sited to keep the visual impact low, and removed when no longer needed
Likely to need permission
Check before you commit
You’re likely to need planning permission or other consent if:
- The building is listed (listed building consent is needed)
- You’re in a conservation area and the unit would be on a wall facing a road
- Your area has an Article 4 direction removing permitted development rights
- You live in a flat, as the rules are tighter and you’ll usually need the freeholder’s consent too
- The unit can’t meet the noise limit in any suitable position

How much does air conditioning cost?

How long does installation take?

Can air conditioning heat my home?
Yes. The systems we fit are air to air heat pumps, so they heat efficiently in winter as well as cooling in summer.
Is air conditioning the same as an air to air heat pump?
Usually, yes. The systems we fit are air to air heat pumps: the same unit cools your rooms in summer and heats them in winter. People search for air conditioning because of the cooling, but the heating is just as useful.
Can I get the £2,500 Boiler Upgrade Scheme grant for air conditioning?
Not yet. The government added a £2,500 grant for air to air heat pumps to the Boiler Upgrade Scheme in April 2026, but it can only be claimed through an installer who is MCS certified for air to air. MCS says no installers are certified for air to air yet, so the grant isn’t available from any installer. Our air conditioning is not MCS certified and we can’t claim it.
Would I have to remove my gas boiler to get the air to air grant?
Yes. The grant is for replacing fossil fuel heating, and a heat pump fitted alongside a gas or oil boiler doesn’t qualify. The system also has to heat your whole home, with another low-carbon source for hot water. If you want to replace your boiler, we recommend an air to water heat pump, which qualifies for the £7,500 grant now.
Does an air to air heat pump heat my hot water?
No. Air to air systems heat and cool the air in your rooms. They don’t make hot water or run radiators, so you keep your existing hot water system. If you want one system for heating and hot water, an air to water heat pump is usually the better fit.
Is your air conditioning MCS certified?
No. Our MCS certification (through NAPIT) covers air source (air to water) heat pumps only. Our air conditioning is installed by Refcom F-Gas certified engineers, with the electrical work done by the qualified local electrician we work with.
Should I choose air to air or air to water?
Air to air is ideal for cooling and efficient heating in individual rooms. To replace your boiler and heat the whole house and your hot water, we recommend an air to water heat pump, which qualifies for the £7,500 Boiler Upgrade Scheme grant today.
Is there VAT on air conditioning?
Air-to-air heat pumps installed in homes are zero-rated for VAT until 31 March 2027. From 1 April 2027 the rate is due to be 5%.
Do you install air conditioning in offices or shops?
Our focus is homes, but we can sometimes help with small commercial premises. Get in touch and we’ll let you know. VAT is charged at the standard rate on commercial work.
How long is the warranty?
7 years on Fujitsu units installed by us.
Do I need planning permission?
Usually not for a house, as long as the system heats as well as cools and the outdoor unit meets the permitted development conditions, including size, position and noise limits. Is air conditioning noisy?
